One well-known solution is to sling your web traffic around the world, so that it looks as though your computer is in the USA. You can do this using the Tor network.
In a nutshell, you install Tor, set it to use end-points located in the USA, and configure Privoxy to only route web traffic through Tor if it’s for Pandora.com.
However, it can be a bit tricky to set-up on your Mac so I’ve written a short guide which should you help along.
This might work for you, it might not. I suspect that the Loonies across the border will find this a good solution as network slow-down by using Tor shouldn’t be too bad.
